The Fayetteville Arts Council reviewed a proposed mural project with Washington County Juvenile Probation during its January meeting. Joanna Bell described a grant-funded effort in which artist Erin Keegan will lead workshops for youth on probation and collaborate with them to refresh an underpass mural at the Lafayette Street bridge.
Joanna Bell told the council the site previously hosted a donated piece from University of Arkansas typography and graphic design students; that maintenance agreement lapsed and the work has since been repeatedly tagged. "Given the nature of the condition of that work and the continued possibility of tags, we thought this might be a great opportunity to refresh that mural site," she said.
Erin Keegan, who described herself as an instructor with long experience working with incarcerated and previously incarcerated youth, said she held a first workshop the prior weekend and has at least three youth ready to participate. "Part of my goal is to have the kids have more visibility within the community... I think it's really powerful, and it reduces recidivism," Keegan said, describing goals that include skill-building, reintegration and ongoing maintenance options.
Staff clarified that donated public art valued over $5,000 typically requires Arts Council review, while lower-value donations may be handled by staff. Joanna said she brought the project as an FYI given ongoing transitions in staff and that the council could be asked to review final artwork or program elements later if required by value or content concerns.
