The interim city attorney reviewed Code Division 7‑30‑1 and noted Lawton’s two‑hour submission rule and a $25 permit fee for gatherings of 25 or more. Multiple commenters cited Tulsa and Norman as examples that do not require permits for similar assemblies, arguing that modern spontaneous organizing and internet notice make short deadlines impractical.
Public‑safety and public‑works staff explained that event/assembly permits circulate through multiple departments so the city can assess needs such as barricades, police staging, trash pickup and medical response when large events require city services. The chief and fire representative said knowing about large gatherings helps planning for medical emergencies and public safety, though they reported few past incidents at protests.
Council members expressed interest in balancing free‑speech protections with public‑safety preparedness and directed staff to gather peer‑city comparisons, insurance/waiver practices, and options for rapid notification pathways; the motion passed 8–0.
