- Meeting schedules and alternates (O-2026-0002): The council adopted an ordinance to set quarterly meeting minimums for boards and allow chairs to call additional meetings; staff and counsel discussed adding alternates to boards with attendance problems.
- Banking signatories (R-2026-0002): The council approved a resolution authorizing specified officers to sign and endorse city and EDC checks and drafts; staff listed typical signatory positions (finance director, city manager, fire chief, city clerk) and said finance staff would have view-only access. The record notes the resolution passed and was recorded as passing 4–0 in the minutes.
- Comcast internet contract: Council approved a contract proposal to centralize internet service with Comcast, including installation of direct fiber loops to city buildings (estimated 6–9 months construction). Staff said the arrangement could be cost-neutral or slightly increase current internet expenditures while improving security and internal communications.
- Finance policies and procedures: Council adopted updated finance policies prepared in response to a Texas General Land Office (GLO) finding; staff said federal guidelines would be followed where they differ from state standards and that the GLO will review adopted policies when submitted.
- Hiring-freeze removal: Council approved removing the hiring freeze to allow adjustment of budgeted positions and to eliminate some frozen positions (notably the deputy city manager), with council direction that any eliminations be processed via budget amendments and staff notify council in regular reports before filling vacant positions.
Most votes were taken by voice; where the minutes recorded a numeric result, staff noted a 4–0 passage for the bank signatory resolution.
