Board rescinds John Vasquez’s panel appointment, appoints a new primary representative

The Solano County Board of Supervisors on Jan. 27 rescinded a prior appointment of Supervisor John Vasquez to the Solid Waste Independent Hearing Panel and named a new primary representative after county staff informed the clerk that panel membership is limited to two four‑year terms.

County staff told the board that CalRecycle had notified the clerk’s office that the panel carries a two‑term limit and that Supervisor Vasquez had served two full terms (eight years), making him ineligible to continue. The panel is a statutorily required body under the California Integrated Waste Management Act, but Solano County has not had cause to convene it to date, staff said.

A motion to rescind the Jan. 6 appointment and replace it with another board member passed 5‑0.

What happens next: the board’s action updates its roster for the solid‑waste panel. Because the panel has not been convened in Solano County, staff said the change does not trigger immediate hearings; it ensures compliance with term limits cited by CalRecycle and the California Public Resources Code.
