Panel moves bill ensuring uniformed-service and overseas ballots include state and local races

Delegate Figgins presented HB 213 to allow uniformed service members and their families to receive the same state and local ballots as other absentee voters, rather than being limited to federal-only ballots under existing code. "This bill removes that distinction and allows otherwise qualified overseas voters to receive the same ballot for state and local elections," Figgins said.

The presenter and supporters said the bill does not expand voter eligibility or change registration standards; it removes an unnecessary procedural limitation. No formal amendments were introduced at the hearing. After brief discussion and no recorded opposition during testimony, the subcommittee reported the bill by a recorded vote of 7–1.

The bill will go forward to the full committee.
