At the Mesa City Council study session on Jan. 26, 2026, councilmembers reviewed the agenda and pulled Item 7a, a resolution introducing proposed titles, schedules, terms, rates and fees for nonresidential water utility services, from the consent agenda for separate action or introduction.
A councilmember initially asked to take Item 5d (approving and authorizing the city manager to enter a funding agreement with Valley Metro Rail for current light rail operations) off consent, but staff and council clarified with Councilmember Duff and the item was left on consent.
Staff also noted Item 9B is a presentation related to a Department of Child Safety site at University Drive and 80th Street (a 3-acre zoning request in District 5). A presentation and action on the CME fiscal-year ACTRA report was scheduled to occur at the end of the consent agenda. The council moved to acknowledge receipt of board minutes; the motion (cited as moved by Miss Duff by the presiding speaker) was approved by voice ('aye').
Councilmembers used the current-events portion of the session to report outreach: Miss Duff described a museum volunteer luncheon and an East Valley Unity Walk; Miss Taylor reported attending the Mesa Fire Department paramedic graduation and an SRP watershed tour. Staff announced the Jan. 29 study session would be canceled; the next study session is scheduled for Feb. 5 at 7:30 a.m. and the next council meeting is Feb. 9.
No substantive policy votes on land use or fees occurred during the study session; the pulled Item 7a and the rezoning matter were set to return for future formal council consideration.
