A local petitioner, identifying themselves as Jaden, presented a citizen-initiative resolution asking the city of Bangor to formally declare itself a sanctuary for transgender and gender-diverse people.
"I am here to present a proposed resolution declaring the city of Bangor sanctuary for transgender and gender diverse people and to explain what it does in their terms," Jaden said when introducing the proposal. The draft resolution would direct city departments not to assist investigations or enforcements targeting lawful gender-affirming care, restrict use of city resources for those purposes unless compelled by a valid Maine court order, affirm nondiscrimination, assess all-gender restroom access where feasible, and require annual reporting on implementation.
Committee members expressed support for the petitioner’s intent but raised questions about whether the proposal duplicates protections in Maine law (LD 227) or an existing city 'welcoming' resolve. One member summarized the practical question for the council: "If there's existing state law and city policy, is this the right vehicle or is there a more effective way to get staff to implement specific protections?" Members recommended a practical next step: meet with the city manager and HR director (Courtney) to identify what the city already does, clarify any gaps, and produce concrete, implementable recommendations (for example, restroom-designation policies, staff training, or annual reporting metrics) before asking council to act.
The petitioner reported roughly 800 signatures on the petition, with a majority from Bangor and surrounding areas and some signatures gathered online outside the state. Several members asked the petitioner to bring local data—such as local safety and demographic information, and any available economic impact evidence from other municipalities—that could help the committee and council assess outcomes.
No vote was taken on the resolution at the meeting. Committee leadership committed to follow up: the petitioner will work with staff and the committee will invite the city manager and HR director to a future meeting (planned for February) so that the committee can revisit the item with staff input and clearer implementation language.
