David (commission member) described the conservatory’s condition and a multi‑phase plan: immediate design and research work now, full construction later contingent on capital budget approval. “We think it's gonna come cost total project somewhere in the range of 1 and a half to 1,750,000.00,” he said, explaining the $275,000 figure is to pay for architects, engineers and research work so the project can be ready to bid by July 1 if council funding is available.
The motion to request the appropriation was moved and seconded during the meeting and approved by voice vote. Commissioners noted that the appropriation would come from the city’s funds (not the commission’s operating budget) and that staff would work with the CFO and city processes on next steps. The commission agreed to provide supporting materials to staff to prepare for the ordinance and council processes.
