The Norwalk Aquifer Protection Agency voted to accept the reregistration application for Pearl Street LFP Inc., a vehicle repair and maintenance facility in the city’s aquifer protection area, after staff said the company submitted and implemented a required stormwater management plan.
Agency staff member Alexis told the panel the facility had been subject to an enforcement show-cause hearing and given a final deadline of Jan. 20 to submit and implement a stormwater management plan for a catch basin adjacent to a rear bay door. Alexis said the applicant has met that deadline and that, with the plan in place, staff considers the reregistration application complete.
The agency’s chair moved to accept the application and Alexis seconded. The chair conducted a show-of-hands vote and reported the result as unanimous; the application was accepted as complete. The chair and Alexis confirmed the facility may resume operations immediately and that the agency will send the updated registration later in the week.
Alexis described how the agency will oversee the installed stormwater device: annual inspections by staff, site-specific maintenance described in the submitted plan, and a maintenance cadence that includes weekly general site checks and monthly reviews of the catch basin and filter insert. Alexis estimated the filter insert’s service life typically ranges from about two years up to three years depending on use and contributing stormwater, and emphasized that any sediment or oily waste captured in the device must be disposed of according to hazardous-waste procedures, not regular trash.
During discussion an agency member asked whether the acceptance of the application terminated the prior enforcement order; Alexis said the agency’s acceptance indicates the directive of that order has been met. The applicant’s representative, who identified themselves during the meeting, thanked the agency, said they understand the maintenance and disposal requirements and pledged to comply with the plan.
The agency’s action was procedural acceptance of the reregistration application; members did not record named roll-call vote tallies during the show-of-hands vote. The agency noted it will issue the current registration to the business later in the week.
