The Norwalk City Council on Jan. 27 authorized the mayor to execute a contract with Omens Garden Center (project 4417 TP2025-1) for planting and tree pit construction across the city in a contract not to exceed $455,000. City staff said the work is funded by a $1,000,000 US Forest Service grant awarded in 2024, with origins tied to the Inflation Reduction Act.
City staff explained the grant includes multiple components: a large planting contract, an educational and outreach element, funding for two crews to care for new trees, and a plan to hire interns. The contract includes a two‑year watering schedule and a two‑year guarantee on plantings; staff will monitor contractor performance and tree health.
Ken Hughes and Sarah Cruz (city arborist) joined staff remarks describing how planting sites were selected from a recently completed master plan that highlights low‑canopy areas. Staff said most plantings under this grant will occur in South Norwalk and added that the contract includes installation of tree pits to enable planting in previously paved areas.
Council members thanked staff for the work; the motion to authorize the agreement carried unanimously. Staff said they hope strong performance will support future grant extensions; the original application sought a five‑year, $5,000,000 program that could expand if the initial work is successful.
