The Conservation Commission reviewed a bond‑release reduction request for corrective work at a property where a prior lawn expansion encroached into wetlands. Staff described the work as complete except for overseeding the disturbed area with native seed mix, which the owner had purchased but not yet applied because of seasonality.
Staff said the permit required a $4,580 bond (with $3,628 allocated for plantings) and $9,952 was held in total for removal of structures, placement of demarcation boulders and related restoration. Inspectors observed approximately 18–24 demarcation stones, but staff and several commissioners said only about three of the boulders met the size and permanence specified in the permit and that many stones were small and easily moved.
Commissioners expressed concern that small, movable stones would not provide the intended durable demarcation between lawn and restored wetland and that December planting results are uncertain. Several commissioners suggested alternatives — a mortared or built‑up stone wall of roughly 18 inches or stronger, permanent demarcation — or a more detailed planting plan showing species and expected mature heights so the commission can evaluate whether plantings will meet the restoration intent.
Motion and vote: A motion to deny the requested reduction/release as presented (the motion asked to “not allow a reduction or release to the bond as requested”) was moved and seconded; the chair called for the voice vote and commissioners answered in the affirmative. The commission did not grant the requested reduction and staff was asked to communicate required changes to the property owner.
