Commission approves deaccession of two library pieces and outlines carryover projects; staff to report on maintenance and selection process

The Escondido Public Art Commission approved staff recommendations to deaccession two pieces from the library collection and to carry several projects forward into the 2026–27 public art annual work plan.

Sandra Aguilar, management analyst for economic development, said staff contacted the San Pasqual Battlefield volunteers and the Escondido History Center and recommended gifting 'Battle of San Pasqual' to the History Center for display at the train depot. For 'North by Northwest,' staff reported warping and rust and said experts did not believe it could be removed without damaging the work; staff recommended a full deaccession.

Commissioner Robert G. (as introduced by staff) moved to accept staff recommendations; another commissioner seconded and the commission approved the deaccessioning 6‑0.

On the annual work plan, staff recommended carrying forward three projects from 2025–26: the Grand Avenue Roundabout Art Project, the Escondido Creek Trail Art Project and the Queen Califia visitor center project (Queen Califia's Magical Circle). Commissioners discussed other community ideas — a giraffe mural on mall steps and painted benches at Washington Park Pool — and staff said such items could be routed through the subcommittee for budget and categorization.

Commissioners expressed concern that public art funds cannot be used for maintenance; staff confirmed that maintenance must be funded differently and said they will bring recommendations to city council about potential maintenance funding before the next fiscal year's work plan. Commissioners asked staff to place the roundabout selection‑process explanation on the March agenda so the commission can review rubric weightings and local procurement options without derailing scheduled finalist interviews.
