Glendale revises Glorietta Park tennis concession RFP, council shifts evaluation priorities

City staff presented a revised request for proposals for the Glorietta Park tennis concession, following City Council direction to reprioritize evaluation criteria.

The department told the commission the RFP originally issued in December 2024 was updated after council rescinded an earlier contract award and asked staff to prioritize proposers’ longevity, teaching ability, guaranteed no‑cost open play time for the public, affordable hourly rental rates and city revenue. "The revised draft that we took yesterday to council, 3 years minimum experience, as the principal party responsible for operation in a public agency," staff said, describing a new minimum‑experience requirement intended to ensure proposers have direct operating experience rather than subcontracting arrangements.

Staff described a new scoring framework that shifts weight toward experience and qualifications: the revised draft assigns 50 points to experience and qualifications, 10 points to proposed payment to the city, 35 points to range of services and 5 points to daily operation, with no points for advertising and marketing. Staff said council asked to increase the weight on affordable public court rentals and to boost points for programs serving people with disabilities.

Under the proposed selection process, each selection‑committee member will assign a raw value for each criterion; weighted scores will be tabulated and the highest‑scoring proposal will be recommended to council. Staff said if multiple proposers tie, council will choose among them. The department told the commission it hopes to issue the revised RFP within a week and to have a recommended concessionaire before council by May.

The commission did not take a formal vote on the RFP at the special meeting; the item was presented as an update and next‑step timeline for council consideration.
