The Planning & Zoning Commission approved a series of items to advance the Victory at Red Oak mixed‑use project: a zoning case, a detailed development plan and both preliminary and final plats for the multifamily lot.
Developer representatives from Wolf Company and Victory Real Estate Group presented the 26.7‑acre site plan along Avila Road. The proposal includes up to 350 multifamily units buffered from single‑family neighborhoods by a living screen wall of evergreens and tree‑form plantings and commercial lots along the Avila frontage. The developer said buildings will be 100% masonry on primary facades and that the project will include security lighting, surveillance cameras and 24‑hour monitoring.
Staff reviewed grading, drainage and off‑site utility connections required for the project; they said any detention modifications would require a timing study to show the project would not generate downstream impacts. Commissioners asked about landscaping, garage elevations and timing for commercial submittals; Victory/affiliate representatives said commercial submittals are planned to follow in the coming months.
The commission approved the zoning and plats, subject to city‑council review where required; developers said they plan to return with commercial site plans and a final schedule for construction permits.
