During the Committee of the Whole, Finance Director Ted and Public Works staff recommended the council consider a supplemental budget measure to front‑load certain capital projects—primarily roads—so requests for proposals could be issued in April and contractors could begin work in May. Ted said the goal is to avoid the annual rush after the fiscal‑year rollover that delays projects and compresses the procurement workload.
Ted explained council code allows CIP projects to span three years and that a supplemental appropriation would function like a budget amendment: "If we did a supplementary budget and said, we're going to do $1,000,000, because we believe we can do $1,000,000 from May through September...there's no code issue that I see that would stop the council from saying again that we wanted to use $1,000,000 of our capital reserves."
Public works director Eric (staff speaker) said only a limited set of projects would fit this timing and that the administration would present the candidates and timing in the staff report. He said projects started early would be reflected as expenditures in the current year and would reduce the following year's budget ask accordingly.
Council members supported the idea in principle, asking staff for guardrails on frequency and accounting treatment so the supplemental mechanism would not become a recurring workaround for regular capital planning. Ted and staff agreed to prepare a limited list of projects and a proposed resolution or budget amendment language for council consideration at a subsequent meeting.
