Council approves Treviso general plan amendment and rezone for 139-lot gated community

Peoria's City Council on Jan. 27 approved two related items — a minor general plan amendment (17R) affecting about 8.9 acres and a rezone to a planned area development (18R) for a 56.1-acre parcel at the northwest corner of 95th Avenue and Happy Valley Road to allow a gated subdivision of up to 139 single-family lots.

Planning Director Chris Hawkes said the minor general plan amendment would unify a small enclave south of a wash into the predominant traditional residential category and that the overall rezoning conforms to the general plan's density range of 2 to 5 units per acre. The proposed project yields roughly 2.48 units per acre, with minimum lot sizes of 7,300 square feet and several lots sized between about 9,000 and 11,000 square feet. Hawkes said roughly one-third of the site (about 18 acres) would be retained as open space within natural wash areas and that 22 lots fronting 95th Avenue would be limited to one story (25 feet) to provide an edge transition.

Traffic and infrastructure mitigations were discussed: the developer agreed to complete half-street improvements along 95th Avenue, staggered connection points to reduce cut-through traffic, and signal and lane-configuration work at 95th and Happy Valley to add turn lanes. Hawkes noted developers had requested possible reductions in street-light quantity while still meeting shielding and height rules; staff said the city is open in principle to a reduced street-lighting requirement subject to standards and later approvals.

After council discussion and motions, the council approved the general plan amendment (17R) and then the rezone (18R) on separate votes, each recorded 7-0.
