Jennifer Carlson, Neighborhood Programs Manager for the City of Champaign, told the housing authority board the city's consultant-led housing needs analysis shows a tight rental market and long-term construction needs.
Carlson said the city's rental vacancy rate is about 2% — well below the common healthy benchmark of 5–7% — and that the consultant advised that Champaign will need roughly 7,000 new housing units between now and 2035 to keep pace with population growth and maintain healthier vacancy rates. She emphasized partnership opportunities with the housing authority to develop housing targeted to households earning 0–40% of median family income.
Carlson said the study began in August, that preliminary findings were presented recently to city council, and that the full report will be released in May. Board members asked about investor purchases affecting first-time home buyers and about how the findings relate to affordable housing provision; Carlson encouraged ongoing coordination and offered to bring a more detailed briefing to the authority.
The presentation was given during the public comment portion of the board meeting and did not trigger formal board action at that session.
