At its meeting, the American Fork City Council approved several actions spanning property, utility and capital work.
The council adopted an ordinance vacating a portion of the public utility easement for the property at 452 West 1060 North in the Lakeview Farms subdivision following a public hearing. Council member Hunter moved the ordinance and Council member John seconded; Council members Hunter, John, Holly and Taylor voted 'Aye.'
The council also adopted a resolution revising the city's general fee schedule to incorporate updated impact and user fee rates for the Timpanogos Special Service District (TSSD). Council members noted these are pass-through charges and described the city’s role as a collection agent; the motion carried following a second and recorded 'Aye' votes.
For capital work, the council awarded the 2026 sewer rehabilitation construction agreement to Insituform Technologies Lehi in the amount of $418,928, with a $40,000 contingency. The motion to accept the Insituform bid was moved and seconded during the meeting and carried by recorded voice votes.
The council also adopted a resolution expressing its intent to pursue a property exchange with the Utah Department of Transportation (UDOT), subject to future approvals and compliance with applicable laws and administrative processes. Council members discussed that the property exchange is likely a multi-year process requiring further approvals through transportation committees and administrative review.
Finally, the council voted to enter a closed session to discuss the purchase or sale of real property under Utah Code 52-4-204 and 52-4-205; the roll call vote to convene the closed session passed and the council planned to meet downstairs.
Procedural notes: Motions and votes were recorded on the public record; where roll call recorded who voiced 'Aye,' those names are included above. When the council discussed fee updates, members emphasized that the changes reflect passthrough collections and may be revisited.
What’s next: Procurement and property-exchange steps described by staff and council are subject to additional administrative review and future council or committee approvals before they become binding.
