The Kingsburg Finance Committee on Jan. 26 approved minutes from its Oct. 6, 2025 meeting, recommended the 2026–27 budget schedule for adoption by the City Council on Feb. 4 and authorized an auditing engagement with Bryant Jolley, CPA.
Alma Colado, member, presented the proposed 2026–27 budget schedule and asked the committee to recommend that the City Council adopt it at its Feb. 4 meeting. The committee moved, seconded and voted in favor of the recommendation.
Colado also presented the results of the required five‑year auditor solicitation. "Staff has identified Bryant Jolley as the most qualified firm for the upcoming audits," Colado said, summarizing the firm’s proposed fees. Colado outlined the not‑to‑exceed fees presented in the packet: $50,000 for fiscal year 2026, $51,000 for 2027 and $52,000 for 2028. She added the packet lists $5,000 for the state controller’s annual transaction report, $2,500 for the annual street report, $1,000 for the special district financial transaction report and an additional $6,000–$8,000 if a single audit is required.
Committee members compared the proposed Bryant Jolley engagement with the current arrangement, which has been with Price Page since about 2011–2013. One member said the firm has worked for nearby cities and that rotating auditors every five years is consistent with the City Charter requirement to solicit auditors on that schedule. After brief discussion, a committee member moved to enter into an agreement with Bryant Jolley; the motion was seconded and the chair announced the motion carries.
There was no public comment on this agenda item. The committee did not specify a mover or a recorded roll‑call tally in the minutes; the chair called for aye votes and declared each motion carried. The committee’s recommendation on the budget schedule will appear on the City Council agenda for Feb. 4.
