Newport News city council voted unanimously Jan. 27 to authorize a tax-exempt nonprofit, to be called Newport News Vibes (NN Vibes), that city officials said will produce and support large-scale public events. City staff recommended adoption of the ordinance and council approved the measure 6-0.
City Manager staff introduced item G-1 as an ordinance to establish the nonprofit and told the council it would be used to produce and support large-scale public events in Newport News. "I recommend approval," the City Manager said during the presentation. Council members moved, seconded and carried the ordinance with no recorded opposition.
Supporters said a dedicated nonprofit would make it easier for the city to coordinate festivals, concerts and other large gatherings while seeking sponsorships and grants. The ordinance text and staff report (presented at the meeting) indicate the entity will be tax-exempt and focused on event production and support; operational details and governance structure were not specified during the meeting.
A member of the public attempted to reference a state bill, HB259, while the council was discussing the item; the mayor offered to take the speaker later but proceeded with the ordinance vote. The council took no further policy action on HB259 during the meeting.
Next steps: staff will provide implementing details about NN Vibes to council and (if required by the ordinance) return with governance documents or agreements for further review.
