A Newport News resident told the Jan. 27 city council meeting that many city-owned sidewalks remained icy and hazardous after Winter Storm Fern and urged elected officials to prioritize pedestrian maintenance and equity.
"The city of Newport News is absolutely hostile to pedestrians," the resident, who identified themself as Efragasa and said they live in the North District, told council. They cited specific locations — the Warwick Boulevard crossing at Stony Run Creek, the Denbigh Boulevard overpass above CSX and I-64 — and said sidewalks there were not plowed, shoveled or salted, creating a risk of falls onto fast-moving traffic.
Efragasa asked council members to walk their neighborhoods, take public transit and see conditions "at a human level," especially where residents may not be able to afford a vehicle. They said private-property sidewalks were more likely to be cleared than city-owned sidewalks and described the issue as an equity concern for disabled and low-income residents.
Councilmembers acknowledged the concern. Councilman Long thanked the speaker for persistence and said he would look into maintenance and salting of those locations; Councilman Harris thanked staff for the winter response and noted ongoing distribution efforts for students.
Next steps: Council members asked the speaker to leave contact information with the clerk and staff offered to follow up to investigate specific locations; no formal policy or budget action was taken at the meeting.
