Residents urged Columbia Borough Council on Jan. 27 to consider limiting independent private contractors from plowing borough streets after what one speaker described as "chaos" during a recent snow event. Sharon Littner asked whether the council would add language to the snow‑removal ordinance to prohibit private contractors from pushing snow onto borough streets.
Mayor Lutz responded that borough emergency personnel and public works "performed outstanding throughout this snow the snowstorm," and described plans to post street‑by‑street schedules in advance and to prioritize clearing corners, schools and main routes. He reiterated that performing work on a borough street without a permit is prohibited and said enforcement will be stricter in future snow events.
The discussion included practical clarifications from police and public works staff. Police leadership warned that citizens are not permitted to reserve on‑street parking and described incidents that led to enforcement actions. Council members said the snow‑emergency ordinance will be reviewed for signage and clarity about which side of a street is restricted during an emergency and to ensure publicized lists match posted signs.
The council did not adopt a new ordinance that night but said staff will revisit the existing snow‑emergency language and consider enforcement steps and signage corrections. The mayor said the borough will explore improved public notifications and follow up with details once schedules are finalized.
The meeting also included other business steps that council approved, but the borough said it will return to detailed snow‑emergency ordinance language and possible workshop discussion to consider regulatory changes.
The council's next procedural step on these topics will be to review the ordinance language and report back at a future meeting or workshop.
