Andrew Gruber, executive director of the Wasatch Front Regional Council, briefed the Davis County Council of Governments on the council’s role in long-range transportation and regional planning and reviewed the list of committee slots for 2026.

I'm executive director of the Wasatch Front Regional Council," Gruber said as he explained WFRC’s core responsibilities in regional transportation planning and committee structure. He outlined the governing council, the regional growth committee, Transcom (the transportation coordinating committee), the active transportation committee and the joint policy advisory committee, and described how local governments feed land-use and transportation priorities into regional plans.
After the presentation, COG members discussed potential members and alternates for each WFRC committee slot, including shifting Mayor Tran into a WFRC governing-member seat if the council appointment proceeds. Staff noted highlighted vacancies where officeholders have changed and recommended continuity when incumbents remain willing to serve.
A motion to adopt the recommended slate of appointments was made and approved by the COG. Gruber said the slate will be forwarded to the Wasatch Front Regional Council for ratification at its upcoming council meeting.
The action is procedural: the COG makes recommendations and WFRC makes the final appointments. Members were reminded that many WFRC committee meetings are daytime, and the COG encouraged alternates and new appointees to attend committee meetings as learning opportunities. The COG asked staff to circulate finalized appointment calendars and orientation materials to newly assigned committee members.
Next steps: the adopted recommendations will be presented to WFRC for ratification; appointees will receive orientation calendars and committee contact information.
