Committee advances pilot funding for medically tailored meals for rural seniors

Representative Borrego presented House Bill 42, a one-time $200,000 appropriation to the Aging and Long Term Services Department to contract providers for medically tailored meals, emphasizing service to rural, homebound seniors who lack transportation. Sponsor said the pilot aims to reach roughly 14,000 food-insecure seniors at about $10 per meal as designed in initial calculations.

Testimony from Meals on Wheels advisors, New Mexico Center on Law & Poverty and rural care providers emphasized the importance of guaranteed access to nutritious meals for seniors and people with disabilities. Committee members questioned administrative estimates—about $60,000 for vans and start-up/freezers—and ways to use existing infrastructure (counties, food banks, volunteers) to avoid duplication of services. Representative Jones and others urged contracting with organizations that already have delivery infrastructure so pilot funds can be deployed quickly.

The committee moved a due pass. The sponsor and advocates said the pilot is designed to demonstrate effectiveness before expansion and that contracting will consider organizations with existing capacity to minimize start-up delays.
