The Kern County Planning Commission, in a short evening session, voted to continue two agenda items to the Feb. 26, 2026 Planning Commission hearing and approved two consent calendar cases recommended by staff.
Planning staff recommended continuing Case 1 (Malibu Vineyards, McIntosh and Associates), described as a proposed industrial project, and Case 2 (applicant Gerald Ogden, McIntosh and Associates), described as a commercial project, to the commission’s Feb. 26, 2026 hearing. Staff member Mister Murphy moved to approve the continuances as read into the record; the motion carried with a vote of 4 ayes and 1 absence.
On the consent calendar, staff presented two items recommended for approval. Case 3 (GPA 19, map 197), brought by Sagebrush LLC / Terrigen LLC, is an amendment to the circulation element of the Kern County General Plan that would remove specific east–west and north–south midsection lines in Section 16, Township 11 North, Range 13 West. Case 4 (Conditional Use Permit 22, map 57), filed by Farmland Reserve Inc with Solar NorCal LLC and Excite Energy, requested approval for a 46-kilowatt accessory solar photovoltaic facility to serve adjacent agricultural uses on a 14,238-square-foot portion of a 20-acre parcel in the Famoso area. No members of the public asked that either consent item be removed from the calendar, and the commission approved the consent calendar (vote recorded as 4 ayes, 1 absent).
Staff also read the appeal process for Case 4, which the commission noted is a final action by the Planning Commission and may be appealed to the Board of Supervisors. Mister Murphy said appeals must be filed at the Kern County Planning and Natural Resources Department, 2700 M Street, Suite 100, Bakersfield, on department forms with a filing fee of $562, within 14 days, including the date of the hearing. If no appeal is filed, the commission’s action becomes final.
The chair opened the public-comment portion of the meeting for matters not on the agenda; no speakers came forward. The meeting concluded after a motion and second to adjourn.
