RCTC approves cooperative agreement with SCRRA for Mead Valley Metrolink Station

Joy Edelis Yanez presented the Mead Valley Metrolink Station Mobility Hub project, a new station in the unincorporated Mead Valley community near I-215 and Cajalco Road/Ramona Expressway. RCTC secured $40,500,000 in Transit and Intercity Rail Capital Program (TIRCP) funds and, combined with State Transit Assistance and Measure A funds, staff said the project is fully funded for environmental, design and construction phases to a project total of about $50,500,000.

Planned features include two passenger platforms to allow simultaneous boarding, an at‑grade pedestrian crossing with active warning devices, canopies, bike lockers, a bus loop with two loading bays, kiss-and-ride lanes, and a parking lot designed for up to 1,000 spaces constructed in phases (half initially). RCTC will enter a cooperative agreement with the Southern California Regional Rail Authority (SCRRA) for project support services; staff recommended approval of a cooperative agreement not-to-exceed $750,000 for SCRRA review and project support. Staff also recommended a larger contingency (~30%) for design agreements given recent cost escalations on similar SCRRA projects.

A motion to approve the recommended action was made and seconded; roll-call vote recorded affirmative votes and the item passed.

Next steps: initiate environmental and design this fall pending agreement execution; target environmental and design completion by 2028 and construction start thereafter with anticipated opening in 2030.
