The New York State Senate Standing Committee on Housing, Construction and Community Development read ten bills and moved them out of committee during its first 2026 meeting.
Clerk read bills that largely revise tenant protections, reporting requirements and application processes. Among the measures the committee moved: Bill 119 (Clear) would amend the Emergency Tenant Protection Act of 1974 and the New York City Administrative Code related to rent-registration statements filed by limited liability companies; Bill 240 (Krueger) concerns leasing to business entities under the Emergency Tenant Protection Act; Bill 561 (Krueger) would change notice requirements for rent increase exemptions for low-income elderly and disabled persons; Bill 919A (May) would require certain housing production information to be reported to the Department of State; Bill 2707 (May) would direct the Housing and Community Renewal commissioner to develop a common application and web portal for certain housing funding; and Bill 6510 (Clear) would amend eligibility requirements for disability-related rent increase exemptions.
Chair Brian Kavanaugh said many of these measures have been considered previously and that several bills had passed the senate in prior sessions. He noted at least one bill (Bill 2707) had been passed by both houses previously and vetoed by the governor; the committee moved the measure again for further consideration in the current session.
Several motions to report were seconded on the record; where a negative vote was clearly recorded in the transcript, the chair named the member casting that vote. For example, during the reading of Bill 119 the chair recorded a negative vote by Senator Walzick; during the reading of Bill 561 the transcript records a negative vote by Senator Walshek. For several items the transcript captures members advancing measures "without recommendation" or other shorthand rather than a full roll-call tally in the excerpted record.
The committee reported the listed bills either to the floor or to the finance committee for additional review; no final enactments or enactment dates were decided at the meeting.
A full list of bills read and the committee routing as captured in the meeting transcript appears below.
