The Shasta County Board of Supervisors voted unanimously Tuesday to adopt five strategic goals developed by an ad hoc committee and directed staff to return with brief implementation plans.
The goals adopted are: (1) develop a corrections and rehabilitation campus to combine custody, treatment and reentry services; (2) increase access to effective health care and behavioral health services, including participation in work to evaluate a rural Northern California medical school; (3) significantly reduce the risk of destructive wildfires in Shasta County; (4) reduce blight through updated planning, code enforcement and streamlined development processes; and (5) increase engagement, outreach and public trust in county government.
Supervisor Plummer moved to approve the goals and provide direction to staff to build out corresponding plans; Supervisor Long seconded. Board members discussed timing and agreed to receive fuller plan details at the first meeting in April (the ad hoc committee and CEO recommended an April return to allow departments time to lay out funding options and implementation steps).
Public comment at the meeting included neighborhood opposition to a proposed East Side Road site for a corrections campus; residents cited well-water, traffic, wildlife and property-value concerns and urged the board to consider alternative sites or reuse of existing county facilities. County staff and supervisors said the intent is to form working groups, identify funding streams and build measurable plans before any site-specific commitments are made.
The motion passed 5–0. Supervisors asked staff to prepare two-page templates for each goal outlining success metrics, key strategies, stakeholders and funding sources ahead of the April return.
