At the start of the public hearing on item 11 (LAFCO 26-01s), staff member Andrea summarized the role of a sphere of influence under LAFCO law: "a sphere of influence is defined in LAFCO law as the probable physical boundary and service area of a local agency as determined by the commission." The presentation noted Ventura County Service Area (CSA) No. 29 operates and maintains a sewer system in the county's North Coast area (including Solimar Beach, Faria Beach, Muscle Shoals and Sea Cliff), with wastewater conveyed to the City of Ventura treatment plant. Staff recommended that no sphere-of-influence update is necessary for CSA 29.
Commissioners asked clarifying questions about cross-county districts such as Carpinteria Sanitary District and were told that the "principal county" LAFCO (here, Santa Barbara LAFCO) is responsible for MSR and sphere reviews for districts that extend into another county, and Ventura LAFCO is to be notified of any proposed changes that would affect Ventura County. After brief discussion and no public speakers, the commission moved, seconded, and approved staff recommendations for each item presented: CSA No. 29 (item 11), CSA No. 30 (item 12), CSA No. 34 (item 13), Waterworks District No. 16 (item 14), Waterworks District No. 17 (item 15), Waterworks District No. 19 (item 16), and Water District No. 38 (item 17).
Each item was presented as a routine review with no recommended changes; motions on these items passed by voice approval with no recorded opposition in the meeting transcript. The commission thanked staff for the thorough reports and moved on to other business, including the 2026 meeting calendar and related bylaw considerations.
