Ventura LAFCO directed staff to return with a proposed amendment to the commission bylaws that would allow a revised 2026 meeting calendar — specifically, to be dark in July and schedule a regular meeting in August — in response to the Ventura County Board of Supervisors switching its dark month from August to July.
Staff explained that the commission's bylaws currently schedule regular meetings for the third Wednesday of each month (with June on the second Wednesday) and provide that August and December are dark. Because the county now is dark in July, building maintenance and technology upgrades make the usual meeting room unavailable in July. Staff advised that an alternate location has been reserved in case the commission adopts the proposed change: the City of Camarillo council chambers.
After discussion of how other jurisdictions set dark months, the chair moved to direct staff to prepare a bylaw amendment to allow the alternate calendar; a commissioner seconded, and the direction passed unanimously. Commissioners asked staff to return with a revised calendar and the proposed bylaw language for formal consideration at a future meeting.
The commission also noted the annual CALAFCO conference timing (late October) and will consider scheduling conflicts as October approaches.
