Eureka staff flag two grant opportunities and statewide project portal; council agrees to prepare applications

Staff told the Eureka City Council the Land and Water Conservation Fund (a federal program) typically funds outdoor recreation projects and generally requires a 50% local match; staff said LWCF applications have mid‑January deadlines and require cost estimates and site maps.

Council and staff discussed the city museum’s partial inaccessibility; staff noted LWCF is unlikely to fund building accessibility projects and suggested investigating the Utah Main Street "Revive" program for historic building restoration instead.

On sidewalks, staff described the UDOT Safe Sidewalks program as intended for school‑area sidewalk projects and said it may pay up to 75% of a project with a 25% local match; a deadline in mid‑January means the city must prepare cost estimates and site maps quickly if it wants a Jan. 12 council vote on an application.

Staff also described the Utah project portal as the state’s platform for compiling projects for the Community Impact Board (CIB) and the Utah Water Infrastructure Plan (UIP). They recommended setting up accounts and adding candidate projects because those lists are likely to be tied to future funding opportunities.

Council members and staff agreed to prepare grant materials and cost estimates so the outgoing council could have an application ready for the Jan. 12 meeting, leaving final approval to the incoming council if they decline.
