The Royal Oak Downtown Development Authority voted Jan. 21 to adopt the City of Royal Oak’s Sustainability and Climate Action Plan (SCAP) as a guiding policy for DDA projects and decision-making.
Staff framed the resolution as non‑binding guidance: adopting SCAP does not impose new legal obligations on projects but asks the DDA to reference SCAP goals when considering future actions. The presenter outlined four areas for DDA participation — advocacy for policies, convening stakeholders, partnering on waste and recycling, and building resilient infrastructure — and said there is no immediate fiscal impact to the DDA.
Director Yazbek and others asked for clarification that the adoption is a policy alignment and not a funding commitment; staff confirmed the plan had been adopted previously by the City Commission in 2022 and that the DDA’s adoption would align its project memos with city goals. Staff also noted potential long‑term financial benefits from sustainable choices, such as reduced maintenance costs.
The board adopted the suggested resolution by voice vote.
