The Gage County Board spent an extended portion of its Dec. 24 meeting debating whether to raise the cap on visitor‑improvement grants after being asked to consider a $50,000 application from Beatrice Youth Recreation Inc. for Hannibal Park improvements.
Supervisor Gary explained the committee had recommended larger caps because project costs and material prices have increased and that the committee wants a consistent cap reflected on the application form instead of making ad hoc exceptions. He said, "let's just put what it needs to be," arguing that consistency avoids perceived favoritism.
Other supervisors urged caution. Several members noted the visitors fund balance (discussed as about $400,000) and warned that increasing the cap to $50,000 could deplete available funds faster and limit awards to smaller nonprofit applicants. Concerns included not having a current tally of outstanding, encumbered projects and the administrative process for reimbursements.
The board did not take final action on the $50,000 Beatrice Youth Recreation request at this meeting. The chair announced the item will be brought back in two weeks along with a prior agenda item to consider formally changing the grant cap and with staff-provided account tallies so the board can assess available and encumbered balances before deciding.
What happens next: Staff were asked to compile a current ledger of outstanding awards and encumbrances and to place a policy-change item on the next agenda for formal consideration.
