Board approves GEO Reentry Services contract after previous vendor’s nonperformance

The Prince William–Manassas Regional Jail Board approved a contract to award reentry and in‑custody programming to GEO Reentry Services after the previous vendor failed to meet its obligations.

Chairman Hill told the board that the prior contractor, OAR, "did not live up to the terms of the contract," and county procurement staff recommended contracting with GEO, the committee’s second-ranked proposer. The superintendent said GEO will provide reentry programming, anger-management and other life-skills services and will hire local staff to operate in person across the complex.

Board members pressed for details on contract cost, budget source and remedies for nonperformance. Finance staff said the contract will be paid from the inmate account, not general tax revenue; the superintendent confirmed the county will pursue remedies if GEO fails to perform. One member noted the contract amount exceeds the currently listed remaining budget in the inmate account and staff said they would follow up and, if necessary, return with a budget-amendment resolution.

During roll call the board approved the contract with a single dissenting vote; the motion carried and the administration was authorized to finalize the agreement and begin services as soon as contract execution and staffing permit.

What happens next: ADC staff will finalize contract details, monitor vendor performance, and bring any needed budget adjustments to the board.
