The Public Safety and Neighborhood Services Committee on Jan. 22 voted 3‑0 to direct the clerk to prepare a resolution recommending that the full Board of Supervisors approve a person‑to‑person/premise‑to‑premise transfer of a Type 21 off‑sale general (beer, wine and distilled spirits) license for Amal’s Market at 1416 Haight Street.
Officer Brandon Erickson, the San Francisco Police Department liaison to the California Department of Alcoholic Beverage Control, told the committee the PCN (public convenience or necessity) report listed zero letters of protest and zero letters of support, that the location sits in Plot 652 (characterized in the report as a low‑crime area) but within Census Tract 0166.01 (a high‑concentration area), and that Park Station registered no opposition. Erickson said the administrative‑law unit recommended approving the transfer with two conditions: the petitioner must actively monitor the area under their control to prevent loitering and must keep adjacent areas free of litter, as depicted on ABC Form 257.
Vice Chair Mahmoud, a cosponsor and the committee member representing the Haight corridor, urged support for Amal’s Market and described the owner, Amal, as a “beloved community institution” who had persevered through storefront crashes and vandalism. “She has continued to show resilience and commitment to the community,” he said.
There was no public comment on the item. The clerk recorded aye votes from Member Wong, Vice Chair Mahmoud and Chair Dorsey; the motion passed and the clerk will forward the resolution and file to the full Board of Supervisors for consideration on the board agenda expected Feb. 3, 2026.
The committee’s action is procedural: it forwards a recommendation and does not itself issue a license. The transfer, any final conditions, and issuance decisions will be made through the ABC process and at the full board as appropriate.
