The commission voted to postpone recommendation on an ordinance establishing a city process for reasonable accommodations for residential zoning and permitting, citing the need for clearer legal citations, examples from comparable cities, and clarity about public-record privacy and enforcement.

City Attorney Charlie explained the ordinance is intended to fill a process gap: federal law (ADA and Fair Housing) entitles some disabled individuals to reasonable accommodations in zoning, but the city currently lacks a standard administrative process to evaluate those requests. He gave examples of where a reasonable-accommodation process differs from a traditional variance and said a formal procedure helps the city create a defensible administrative record.

Several commissioners said they needed more detail before recommending the ordinance: case law demonstrating the city's exposure, examples of peer cities using similar ordinances, clearer language on what information the city would require and how the Public Information Act might affect confidentiality, and staffing/inspection burdens tied to annual compliance checks. The commission amended the postponement motion to list those specific items and voted to postpone the recommendation so staff can return with the requested materials before the council hearing.
