Carrie Jara of OPEGA explained the statutory process: when the Taxation Committee requests such a review, OPEGA can complete a targeted 30‑day analysis using preexisting information and resources. Jara told members that if approved, OPEGA would anticipate submitting its finished product to the Government Oversight Committee and the Taxation Committee by February 20.
Members discussed the intended scope — a short, focused assessment of readily available descriptive information and comparisons to similar credits in other states. The chair entertained a motion to honor Taxation Committee’s request; Representative Lee moved, Representative Straffier seconded, and the committee approved the assignment.
The assignment is procedural: OPEGA will compile comparative state descriptions and relevant, existing data the Taxation Committee requested, then return a concise report within the 30‑day statutory window for legislative use this session.
