Sen. Servo presented SB402 as a two-part consumer-protection measure prompted by reports from realtors: it would restrict misleading contractor advertising after storms (for example, ads promising to "cover" deductibles) and require clearer licensing and disclosure for firms that come into disaster-affected areas. The bill also would prohibit insurers from refusing, terminating or increasing premiums solely because a roof has reached a particular age if a homeowner can provide an inspection showing at least five years of remaining useful life.
Servo said similar protections exist in other states and the measure also would create a private right of action under the Consumer Protection Act so the attorney general and citizens could sue if harmed. Erin Corman of the Realtors supported the bill, saying agents and sellers have seen transactions where roofing-age rules were imposed arbitrarily. No organized opposition appeared at the hearing.
After discussing line amendments and taking testimony, the subcommittee moved to recommend reporting SB402. The voice vote and subsequent tally in the transcript were recorded as favorable; the audio and minutes indicate the committee recommended reporting the bill for further consideration.
