Denison — The City Council voted Dec. 29 to award Energy Services LLC the low bid of $609,926.25 to drill the production (Tarkana/Tar Canyon) well, a key component of the city’s water‑supply project.
City staff presented the bid tab and recommended Energy Services as the low, responsive bidder. Staff said Energy Services has worked in nearby Northern Arizona and on several local test wells and that the company expects to begin within weeks after bonding and contract formalities are completed. "They did a really good job," staff said of the contractor's prior work.
Council members questioned the contractor’s prior local projects and asked about schedule dependencies, including electrical work. Staff said Rocky Mountain Power has most of the information it needs and is finishing the remaining work for the power extension. Council and staff also discussed federal‑grant timelines: the council noted a mid‑July deadline to spend certain project funds and staff confirmed the schedule allows the drilling work to move forward.
A motion to award the drilling contract was moved and seconded and carried on a roll call vote. Council directed staff to complete contract bonds and to coordinate the power extension and site improvements before mobilization.
Next steps: staff will finalize contract documents and bonds, coordinate with Rocky Mountain Power on the utility extension, and set a commencement date once all preconditions are met.
