Westborough voters approved a restructured wetlands protection bylaw on March 23 after a presentation and extended question‑and‑answer session with the Conservation Commission.
Andrew Konigsberg, chair of the Westborough Conservation Commission, and Jennifer Miller, conservation director, told town meeting the bylaw, adopted in 2008, had become lengthy and difficult to parse; the proposal reorganizes the bylaw so technical performance standards and definitions relocate to the commission's regulations, which will undergo public hearings. Miller said the change is intended to make the bylaw easier for residents and applicants to understand and to create clearer tables and standards in regulation text.
Residents asked for clarifications about the commission's jurisdictional distances, vernal pool definitions and how the local bylaw interacts with the state Wetlands Protection Act and 310 CMR 10 regulations. Miller responded that local rules are sometimes more stringent, that jurisdiction often covers 200 feet for riverfront areas, and that minor maintenance within established landscaping is typically exempt; she also described erosion‑control practices for work that could affect resource areas.
After a motion to terminate debate passed, town meeting voted on the article; the motion carried with 292 in favor and 20 opposed.
Next steps: the Conservation Commission will publish revised regulations and subject them to its public‑hearing process, as Miller said is already in progress.
