The Municipal Building Committee said it has selected Colliers as the recommended owner’s project manager (OPM) for the Harvey Building conversion into a regional emergency communications/dispatch center, with the award listed as subject to contract negotiation.
Christy, speaking for the selection team, said the group—including chiefs from Grafton and procurement staff—reviewed submitted qualifications, interviewed three finalists and chose Colliers because “they came in very strong, in terms of their technology” and for prior experience renovating historic buildings. The town will ask Colliers to provide a price proposal and then negotiate a contract.
Committee members noted they are not expecting the town to pay project costs directly: one member said the work is being funded by a state grant and therefore “it’s a real good deal for the town.” Members also raised questions about Colliers’ local office locations; staff said they would check the firm’s submission to confirm staff assignments and offices.
The committee discussed scope items the OPM will need to evaluate, including technology integration, parking, and historic‑district considerations. One member asked which zoning district the Harvey Building occupies; others said it sits in a municipal/historic zone and that the OPM will need to assess whether variances or zoning filings are required.
The committee’s action was presented as a selection pending price negotiation rather than a fully executed contract. No formal town appropriation for the Harvey Building OPM was reported during the meeting; committee members said the OPM fees for this project were anticipated to fit within grant parameters.
