A citizen proponent presented Article 36, a nonbinding petition asking town meeting to urge a ban on gender‑affirming medical care for minors in Westborough, including hormone blockers and cross‑sex hormones. The proponent used strong language describing the treatments and cited other states' bans as a rationale for a local petition.
Proponents argued parents and citizens should have a say in whether local institutions promote or permit such care. "No hormone blockers, no cross hormone therapy, no surgical procedures," the petition text states as its intent.
Multiple Select Board members and attendees pushed back at the legal and practical scope of the petition. One board member said state law and medical licensing define what medical care is permitted and expressed skepticism that a town nonbinding petition could change that: "First of all, I believe that it's state law that defines what sort of medical care individuals can have," a Select Board member said, adding that a local petition encouraging violation of state or federal law could be ineffective. Others warned the petition may prompt a review by the attorney general if taken as a town policy.
Speakers also raised the human and family dimensions of the issue: one attendee urged caution around making family medical decisions a local political question, while another resident described local public health concerns during the COVID‑19 era to counter the petition's framing.
The committee did not take formal action on the petition; members advised proponents to understand the limits of town authority and suggested the school committee, state legislature and health authorities are the appropriate channels for regulation of medical practice.
