Clay County Commissioners on Jan. 22 approved routine financial and infrastructure items, including invoice payments, a supplemental agreement delaying a bridge project schedule, and a new water service agreement tied to ARPA-funded work.
The consent agenda included meeting minutes, 348 invoices totaling $772,995.30 for the period Jan. 10–16, 2026, and a semiannual payment to Synergy House Incorporated ($12,085.58) from the domestic violence fund, among other items; the consent agenda passed unanimously 5-0. The commission separately approved three prosecutor’s office invoices totaling $655.58 (item 20 26 18) by a recorded roll call (four in favor, one recusal).
Road & Bridge Director Tom Degenhardt described a supplemental agreement with the Missouri Department of Transportation to move plans/specifications, advertising through letting, bid opening and construction award dates for the Stockdale Road bridge replacement (bridge ID 1840010) back one year — from 2025 to 2026 — due to extended negotiations with two railroads. The commission approved the supplemental agreement ordinance 5-0.
Parks Director John Davis explained item 20 26 20, a commercial water users agreement with Public Water Supply District No. 9 to connect abandoned ARPA-funded water lines under Smithville Lake so the district can supply water to Crow's Creek Park; the agreement passed 5-0.
All items were approved by voice vote following motions and roll calls.
