The Franklin County Planning and Zoning Commission on Jan. 20 moved forward a conditional use permit for a proposed heavy‑duty diesel repair shop at 1265 North Service Road.
Planning staff said applicant Tyler Robert Scott seeks to build a 4,032‑square‑foot shop with three bay doors on about 3.03 acres in the W zoning district. Under county rules, motor vehicle service facilities require a conditional use permit in that district; staff recommended conditions including Type B screening buffers, approval of commercial building permits by the Franklin County Building Department, and MoDOT review of new or existing entrances.
Scott told the commission he purchased the property and plans a local business focused on heavy‑duty engines for semis, dump trucks and farm equipment, with two employees initially. Commissioners pressed on flexibility for future operations: they recommended stating broader hours and a larger employee allowance in the permit so Scott would not need to return for routine adjustments. Scott agreed to expand weekday hours and to list up to five employees on the permit.
Commissioner 4 moved to advance file 250265 to old business; the motion was seconded and carried by voice vote.
Next steps: the application will return to the commission as old business for formal action and any condition language the panel chooses to adopt.
