The Arizona House of Representatives convened for a floor session on Jan. 21, 2026, opening with prayer by Representative Julie Willoughby and the Pledge of Allegiance led by Representative David Livingston. The House introduced Dr. John Lynch as the doctor of the day and welcomed dozens of guests from statewide associations and local districts.
The session featured a series of personal-privilege introductions and recognitions: Representative Griffin welcomed members of Arizona’s rural electric cooperatives, Representative Stahl Hamilton recognized March of Dimes Day, Representative Bliss honored Certified Registered Nurse Anesthetists in the gallery, and Representative Liguria introduced Ananya Lakarujou, an 11th-grade student recognized for an AI-based drug-discovery project. Several other members introduced educators, retired teachers, and civic groups in the gallery.
Clerical and procedural business filled the agenda. The clerk recorded attendance (58 present, 1 absent, 1 excused), and the House dispensed with the reading of the Jan. 20 journal by unanimous consent. The speaker announced temporary committee substitutions (Representative Julie Willoughby to the Committee on Judiciary and Representative Marshall to the Committee on Federalism, Military Affairs and Elections) and noted at least one bill removal and referral: "House Bill 26 77" was removed from the Committee on Judiciary and additionally referred to the Committee on Public Safety and Law Enforcement.
A long calendar was read for first and second reading. The clerk presented numerous House measures spanning environment, natural resources, energy and water; public services; education and school-related measures; health and behavioral health items; tax and appropriations matters; transportation and infrastructure; and a range of other policy topics. No final passage of substantive measures on the floor was recorded during this session; most items were entered on the House calendar and referred to standing committees as listed.
Members also used the floor to publicize near-term events and committee meetings. Representative Martinez urged members to donate blood at a campus drive scheduled the following day from 11 a.m. to 2 p.m., saying, "This is going to save people's lives," and Representative Marcus announced Veterans Caucus events with Department of Defense representatives available for meetings. Committee meeting locations and times for Appropriations and several other standing committees were also announced.
Late in the session Representative Carbone moved that the House stand adjourned until 10 a.m. Thursday, Jan. 22, 2026. After a voice vote, the motion carried. The House adjourned to reconvene at the stated time.
The floor session was largely procedural: guest recognitions, committee scheduling and the reading of an extensive bill calendar. No floor debates recorded in this transcript led to final passage of major legislation during the session captured here.
