Senate committee advances $1.5M to fund independent corrections oversight office

The Senate Appropriations, Transportation and Technology Committee advanced Senate Bill 10 32 by a recorded vote of 10 ayes, 0 noes. The bill would appropriate $1.5 million from the state general fund in fiscal year 2027 to the corrections oversight fund to launch the independent correctional oversight office created by prior legislation.

Sponsor remarks and public testimony emphasized the office's role in increasing transparency and surfacing problems in the Arizona Department of Corrections. The bill sponsor said the office currently exists "on paper and name only" and that modest funding would let it become operational. "$1,500,000 is a small appropriation, but I think it speaks volumes," the sponsor said during their remarks.

Advocates urged the appropriation. Donna Hamm of Middle Ground Prison Reform testified the office is urgently needed to identify problems inside a billion‑dollar agency and to benefit prisoners, families and employees. John Fabricius of Praxis Initiative, a formerly incarcerated advocate, said the situation "is blinking red" and recounted escapes and deaths in recent years as evidence of the need for independent oversight. Estrella Lopez of the Justice Action Network said the appropriation is "essential to operationalizing the independent correctional oversight office."

Vote and next steps: The vice chair moved the bill and the committee voted to give SB1032 a due pass recommendation; the measure proceeds to the next committee or floor consideration per the legislative calendar.
