Supervisors back conceptual support letter for sedimentation basin in Drainage District 13

The Muscatine County Board of Supervisors approved a motion on Jan. 26 endorsing in principle a proposed sedimentation basin in Drainage District 13 where Whiskey Creek enters the main drainage ditch. County development director Eric Furnace introduced a draft support letter prepared after conversations with Drainage District representatives; he described the basin as a concentrated, maintainable location to capture sediment and reduce the expense of dredging long stretches of drainage ditch.

Furnace said the concept is early-stage and intended to allow the drainage district to seek technical assistance (for example, from NRCS) and to explore engineering solutions. Supervisors discussed funding possibilities, including a previously discussed commitment from a regional solar project community fund and potential Port/PDIP infrastructure grants, while noting maintenance obligations and legal authorities vested in drainage districts under Iowa law.

Supervisor Nathan proposed language adjustments to the draft letter (for example, changing mandatory wording in paragraph 3 to more conditional language like "should"), and the board approved the motion with the suggested edits. Supervisors recorded no opposition. The approval was a conceptual endorsement and did not commit county funds or obligate the county to construction or long-term maintenance; Furnace and supervisors said additional detail and partner commitments would be needed before implementation steps.
