Key proposals described by staff include: defining dwelling types (duplex, triplex, quadplex), adding or clarifying ADU rules (detached ADUs and single kitchens), reducing the site‑triangle requirement from 40 to 30 feet measured from the back of the sidewalk, adding an overlay‑district definition, and reorganizing sign definitions into Chapter 20 for consistency. Staff also proposed stricter conditional‑use permit findings (requiring findings of fact when approvals are denied), clarified stormwater facility definitions, and proposed a requirement that larger single‑family developments submit a landscape plan for park strips and swales to reduce unimproved, weed‑filled basins.
Commissioners raised questions on several points, including how the ADU kitchen rule will apply to certain internal configurations, whether frontage limitations for home occupations and micro entrepreneurship are too restrictive for narrow lots, and how landscape and open‑space rules intersect with stormwater facilities. Staff said they are waiting for FEMA and state definitions to finalize floodplain language and will bring a revised draft back to the commission for a recommendation to city council.
