Denison — City staff presented a proposed land exchange Dec. 29 that would convey approximately 30 of 32 acres around Peacock Springs to Lyle Young Welding in return for construction services—primarily building a public‑works shed estimated at roughly $80,000—and for provision of a water service to the business.
Staff said the city would retain about 2 acres around the spring to preserve infrastructure and future options and would place an easement on the traded ground to maintain access. Staff characterized the hillside land’s market value as substantially lower than the shed cost—"less than probably $20,000"—and said that the exchange would offer a cost‑effective way to get a needed public works building constructed.
Council discussed access, whether existing residential connections would be affected, and water quality at the spring (high sulfur content). Staff said the city may consider paying for private filtration for two affected residences, which would likely be far cheaper than reconstructing a roofed structure around the spring. Council scheduled a public hearing for Jan. 7 so the public can comment on declaring the parcel surplus and the proposed exchange.
