Representative Kelly Murphy introduced LD 2017 on behalf of the Department of Education as an update to statutes governing school nutrition to align with the state's no‑charge meal policy.
Jay McClus of the Department explained the bill removes the statutory requirement that the Department contract for an internet‑based application for free and reduced-price meals and instead allows the Department to perform or contract for that service as appropriate. The change is intended to reduce administrative burdens on school administrative units (SAUs) and give SAUs flexibility to choose online application models that suit them. McClus said a friendly amendment will preserve existing language in "20‑A chapter 223 subchapter 11."
Committee members asked whether the change will save money; McClus said the Department is still investigating alternatives and will provide contract‑cost figures at work session. Members also probed a proposed deletion of a data‑reporting exemption related to alternate breakfast delivery models; McClus clarified that under the state's current no‑charge model the Department can no longer match individual student socioeconomic data to participation counts, so the bill removes a statutory requirement the Department cannot fulfill under present systems. The Department said it will provide participation counts by school district but cannot tie those counts to individual students' socioeconomic status.
The public hearing closed with no in‑room opposition. The committee requested additional cost figures and participation breakdowns for the work session.
